An Armor Set is defined as a complete set of armor that includes one matching armor piece for the head, chest, hands and feet. If you're on Xbox 360 or PS3, you're probably screwed, much like most other Skyrim problems. DR Unenchanted pieces of armor will begin to appear throughout Skyrim at level 36 and Archmage's Robes.
It is the best heavy armor available in Skyrim.
